Quản trị AI chỉ có hiệu lực khi nó nằm trên đường đi bắt buộc của mỗi lệnh gọi. GLF đặt một cổng ở đó: không Actor đã đăng ký, không Mandate còn hạn, không Trace ghi được thì lệnh gọi bị từ chối. Mặc định khi mất kiểm soát là dừng. AI governance only works when it sits on the mandatory path of every call. GLF puts a gate there: no registered Actor, no live Mandate, no writable Trace and the call is refused. The default when control is lost is to stop.
